Deoband deems it essential that Islamic Madrasas become more active than ever
before to serve their prime objectives. Our elder Ulama established these
madrasas for teaching of Islamic sciences, Islamic and moral upbringing of the
students, for preaching and propagation of Islam, reformation of the society, for
efforts to safeguard and protect Islam. No doubt the Islamic Madrasas have played
an important role in fulfilling these aims and objectives, but it is also a
fact that in present days the madrasas have witnessed decline in their
performance specially in producing great and learned men which once was the
glory of these madrasas. Hence it is the need of hour that the Islamic Madrasas
make serious efforts to improve their system, specially the system of education
and Islamic upbringing. In order to achieve this goal, the guidelines set up by
the Rabta Madaris Islamia can suffice. Here it is imperative to note that the proposals
and resolutions passed in the meetings of Rabta about improving the education
and upbringing system of madrasas which is the main aim of the Rabta, but more
important is to implement the recommended education and upbringing system
seriously and fully.
the madrasas need to pay more attention towards the preaching and safeguarding Islam
along with reformation of the society. To fulfill these requirements both the mediums
such as writing and speech should also be utilized and the students should
specially be trained in writing.
Strengthening Rabta Madaris
General Meeting of All India Rabta Madaris Islamia Arabia Darul Uloom Deoband draws
the attention of all member madrasas to this federal system of Islamic Madrasas
which is known as Rabta Madaris Islamia Arabia Darul Uloom Deoband, is no doubt
a source of blessings for all of us. This is the most important platform of our
Madrasas; hence it is our collective responsibility to make it stronger and it
can be achieved by the following points:
State and Regional branches of Rabta are made more active and dynamic.
the madrasas should cooperate with their State system.
heads of States should strive to accept the membership of madrasas which fulfill
all the criteria and they should support them and cooperate with them in respect
to certification etc without any discrimination.
and Regional branches as well as member madrasas should keep in touch with the
centre and implement the proposals and guidelines which they receive from
centre on priority basis.

to Work more Systemically against the False Sects and False Ideologies

to draw your attention towards the fact that in this age of liberty and
freethinking the false sects have become more active in propagating and
spreading their false ideologies. Therefore, it is the responsibility of the
madrasas to point out such groups and save the Muslims from their false ideologies.
Some of these sects are in the fold of Islam without any doubt but they are not
wholly among the Ahl Sunnah wal Jamah and they are far away from the ideology
of the Salaf and Sunnah due to their self-opinion and Tafsir Bi al-Rai
(unstrained commentary of the Holy Quran), and their distrust on the Salaf. It
is also the responsibly of the Islamic madrasas to point out their ideological
there are some more dangerous sects whose false beliefs are contrary to Islamic
fundamentals such as the Qadianism, Bahaism, and the new sect of Shakiliyat etc
which prey naive Muslims and the students of colleges and universities. It is
the need of the hour to work systematically against all these sects.

their responsibility to work against them. Therefore, the meeting, in the light
of the experience of the All India Majlis Tahaffuz-e-Khatm-e-Nubuwwat, decides

libraries and try to avail the original literature of these sects.
heads of madrasas may also send those teachers who are interested in these
subjects for three months to get trained in Darul Uloom Deoband on their own
expenses. They may also send some competent person who is not alim as well.
camp should be organized in affected areas for the Imams.

modern educated class and college students. They should also be made aware of the
basic rulings topics such the beliefs of Khatm-e-Nubuwwat, emergence of Imam
Mahdi and descent of Hadhrat Isa (peace be upon him).

visited and surveyed and makatabs (Islamic seminaries) should are
established in order to check their advances.
the Situation of the Islamic Worlds especially of Syria
This General Meeting
expresses its deep concern over the wars waged against various parts of Islamic
world by the anti-Islam forces specially the current situation in Syria. in the
last 15-20 years the Muslim countries like Iraq, Afghanistan and Libya were turned
upside down and now the civil war in Syria has made the situation even worst. The
genocide of innocent civilians in Syria by Bashar al-Assad, Iran and their
allies has left Halagu Khan and Genghis Khan far behind. The dark side of the
story is that the United Nations and the world powers are mere spectators and
not doing anything solid to end the grim situation.
Similarly, the racial
cleansing of the Rohingya Muslims in Myanmar is worst human tragedy, but the
United Nations and superpowers have not taken any practical step to solve the
issue. On the other hand, the American President Trump has made the Palestinian
issue more complicated by announcing to shift US Embassy from Tel Aviv to
Jerusalem. Though his decision was opposed on international level but he is
still insistent on his decision. However, if this plan succeeds, the situation
in Palestine shall become more dangerous.
This meeting expresses
its deep concern over all these situations and appeals to the United Nations
and world powers to set aside the double standard and play their due role in
solving the crises honestly. Moreover, this meeting expects that the Muslim
countries shall perceive the gravity of the situation correctly and try to take
steps which will are in line with the dignity of Muslim Ummah and reflecting their
courage and determinations.
The General Meeting
of Rabta Madaris Islamia Arabia Darul Uloom Deoband expresses its grief and
sorrows over the demises of all those
prominent and well-known Ulama who have passed away after the last meeting of
Rabta. Some of them were the renowned teachers and Muhaddith of Darul Uloom
Deoband as well as the Ulama and Muhaddith of other madrasas. Every one of them
was great and surely their demise has caused a great loss to Muslim Ummah:
